The Demise of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are issued from different nations. Immense energy is allocated on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.

Persistent Threats

Soon after, a heavy machine gun engaged a aerial vehicle close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's vital need on external assistance – a reliance that neighboring countries are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to compel Moscow to abandon the land that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a entire defensive failure until circumstances change in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
